一部恆春活歷史,三杯酒拚出一條屏鵝公路的鎮長夫妻受訪者/龔范蓮理 恆春鎮長龔新通夫人 一條公路承載的歷史與情感1958年,龔范蓮理與墾丁部落的龔新通結為夫妻,從此她的生活與恆春的命運緊密交織。成為鎮長夫人後,她卸下保險工作的角色,專注家庭並陪伴丈夫度過艱難的政途生涯。她與丈夫共同奮鬥的一段經典故事,便是爭取佳樂水至鵝鑾鼻的公路興建。這條公路的建設,不僅改變了恆春的交通格局,也承載了龔范蓮理與丈夫的付出與堅持。他們為了爭取經費,邀請省府主席林洋港餐敘,林主席豪爽應允,最終在酒席上三杯酒換取了經費支持。當年酒酣耳熱的氣氛中,龔范蓮理與丈夫的努力換來了龔新通「十大建設」之一的佳樂水至鵝鑾鼻公路,這條公路不僅是通往美麗景點的交通要道,更是兩人共同奮鬥的見證。對龔媽媽而言,這條路的開通象徵了家鄉的發展與希望,也是她與丈夫攜手努力的結果。 瓊麻產業的記憶龔范蓮理的外祖父張添丁是日治時期「車城公學校」的教師,父親范記春則曾在馬鞍山的瓊麻場任技師。瓊麻產業曾是日治時期的重要經濟活動,龔范蓮理在馬鞍山瓊麻工廠工作時,見證了瓊麻繩從原料加工到製成品的過程。當時,瓊麻工廠裡的工人們每日忙於將瓊麻絲加工成繩索,這些繩索被運往高雄港,並遠銷世界各地,成為各種船隻繩索的主要材料。龔范蓮理回憶道,年輕時恆春到處都是瓊麻工廠,這些工廠帶動了地方的經濟發展,工人們的生活雖不富裕,但大家都忙碌而充實。然而隨著時代變遷,瓊麻產業逐漸式微,曾經熱鬧的瓊麻工廠如今早已不復存在,只剩下老一輩的記憶。 從日治時期的教育到三民主義龔范蓮理出生於日治時期,她親身經歷了台灣教育的變革。在日本統治下,龔范蓮理自小接受日語教育,當時的學校裡,台灣學生的待遇遠不如日本孩子。她至今記得,日本老師花上一小時教「花」這個字的細緻過程,雖然教學方法仔細,但台灣學生總是得不到應有的重視,這讓她深感不公。戰後,國民政府接管台灣,推動三民主義的教育改革,讓龔范蓮理感受到教育的新氣象。她身為班長,常常帶頭督促同學重返學校,展現出她對教育的重視與責任感。龔范蓮理始終堅信,教育是改變命運的關鍵。她認為無論時代如何變遷,教育始終是培養人心、塑造國家未來的重要基石。特別是在恆春這樣的偏遠地區,教育更是帶來改變和希望的力量。 生命中的貴人與社區的支持龔范蓮理的人生路途雖然經歷坎坷,但她也遇到了許多貴人。她的學業曾一度因家境貧困而面臨中斷,幸運的是,當時恆春農會理事長李福龍先生伸出了援手,安排她白天在農會工作,晚上讀書,讓她得以負擔生活費,並完成學業。在農會工作期間,龔范蓮理負責配送生活物資給駐地軍人和村民,這段經歷不僅加深了她對社區的認識,也讓她深刻體會到社區互助的精神。她相信,正是這種社區間的互助精神,讓恆春居民在面對困難時,能夠相互扶持,走過艱難的歲月。

快樂學習希望工程,給孩子最溫暖的陪伴與守護文/張道宏 台北市恆春古城文化推展協會 副理事長 吳念真導演「快樂學習」計畫 恆春半島據點執行長  「快樂學習」希望工程的緣起 出身恆春的王敏勳理事長,雖然已經離開故鄉在外發展許久,心中卻總是掛念著這片曾經哺育他成長茁壯、給予養分、如同臍帶般血脈相繫的故鄉。某次,在與恆春當地望族林博文校長閒聊時,林校長提出了自己的觀察——他發現到恆春偏遠地區的小朋友,在生活方面有些嚴重的教養問題。「現在的恆春乃至於枋山枋寮一帶,因為有些家長工作很忙,孩子四點鐘就下課了,卻不知道去哪裡好,自然而然就會被宮廟吸收,開始學抽菸、吃檳榔,成為社會上所說的『8+9』。然而,若是要父母放下工作,照顧孩子,又會影響到家庭收入,」林校長語重心長的說,「我們當然不能一竿子就打翻所有的船,也不能說所有的 『8+9』 都是壞孩子。八家將也是傳統宮廟文化的一部分,但有沒有一種方法,是既可以分擔父母的照顧責任,又能讓孩子在下課後有學習和陪伴感呢?」在發現問題後,行動派的王敏勳理事長便立刻展開行動,與倡導「快樂學習」的吳念真導演討論此事。兩人相談後,發覺彼此理念十分契合,便決定在屏東一帶展開「快樂學習」的希望工程。  為孩子打造一處溫暖的避風港 恆春半島出身的我們,非常了解一件事,那就是咱屏東愈往南土地愈大,作物種類愈多,在照顧孩子方面就愈沒空。所以我們必須集中火力,讓「快樂學習」有一處固定據點、有教師陪伴,讓孩子們可以在固定的時間點前來學習。但想不到的是,即使用心良苦且立意美善,卻也不見得一開始就能順風順水,叫好叫座。初期在推動「快樂學習」計畫時,碰上軟釘子或被家長洗臉都只是家常便飯。而被我們號稱「地表最強志工」的王敏勳理事長,也親自捲起袖子,陪我們一起撩下去。「就算只有三、四個學生也是學生,能救一個算一個,」王敏勳理事長跟我都認為,「還是要先做好基本工作,就像固『樁腳』一樣,有了樁腳基礎才會壯大,畢竟教育本來就是十年樹木、百年樹人的工作。」基於這樣的信念,王敏勳理事長發起了「快樂學習課輔班」活動,以「陪伴」為核心理念,不僅提供課業輔導,還準備晚餐,讓孩子們在放學後有一個安全、溫暖的環境,幫助他們度過這段父母不在家的時間。儘管推動過程中,屢次遭遇場地和師資問題,所幸經過多方努力後,最終能與「基督教恆春活泉靈糧堂」攜手合作,才讓計畫得以順利開展。  發心守護恆春的下一代 事實上,在恆春這種偏鄉,「快樂學習課輔班」的營運成本遠比都會地區更高昂。包含交通、教師意願、人均負擔成本等等,恆春當地所需預算幾乎是其他地方的兩倍之多!為了確保「快樂學習課輔班」能長久運作,王敏勳理事長以「公益勳章」為名,號召了一群熱心的企業主出錢出力,投身公益,不僅支援「快樂學習課輔班」經費,也與恆春基督教醫院合作,協助急難救助、喪葬費用等正式醫療體系所無法介入的事項。王敏勳理事長毫不猶豫地說:「錢的問題由我們解決。孩子們的未來、照顧恆春地區發展,這些才是最重要的!」回過頭來看,王理事長與我們願意持續付出的原因,就是想為恆春的下一代做一點事。很多人會問:「你們兩個要做到哪?」王敏勳理事長回答:「你沒看到在路上晃來晃去的還那麼多少年仔嗎?只要我有這個心念一天,就會跟張副及大家一起做下去。我沒有菩薩那麼偉大,不救眾生誓不成佛,卻也想盡自己的一點棉薄之力,救救我們恆春的孩子。」  Hope Project for Happy Learning: Children’s Warmest Companion and GuardianBy Chang Tao-hong V.P. of Hengchun Old Town Cultural Promotion Association of Taipei City Chief Executive of Wu Nien-jen’s Happy Learning Project in Hengchun Peninsula   The initiation of Hope Project for Happy Learning: Born in Hengchun, despite having left hometown to pursue personal development for so many years, President Wang Min-shiun has never momentarily forgotten his blood-tied, umbilical cord-like hometown, the land that nourished him, made hm strong and provided him with nutrients.  On a certain occasion, while chatting with Principal Lin Po-wen, a member of a local prestigious family, Principal Lin presented what he had observed and discovered—that in the remote areas of Hengchun, there existed some serious problems for school kids’ character education.  “Now in Hengchun, even in the areas of Fanshan and Fanliao, since some parents are very busy with their work, their kids simply don’t know where to turn to after school at 4 pm; that is why they tend to be naturally recruited by the community Taoist temples, starting to learn to smoke, chew betel nuts, and become a member of the so-called “Eight Plus Nine” in the society.  Nevertheless, if you want the parents to stop working so as to take care of their children, it will impact the family income,” worryingly and significantly said Principal Lin.  “Of course, we cannot capsize all the boats with one pole’s stroke; that is, we cannot say all the members of the “Eight Plus Nine” are bad kids.  Ba Jia Jiang is also a part of the traditional Taoist temple culture.  However, is it possible to find out a way that we can not only share the responsibility of the parental care, but also allow the kids to learn and feel accompanied?” After identifying the problem, the pro-active President Wang Min-shiun immediately started to act, discussing with director Wu Nien-jen, who had been advocating “Happy Learning,” about this issue.  After the discussion, they found that their ideals were so accommodatingly consistent that they decided to launch the Hope Project for Happy Learning in Pingtung area.  To build a warm sanctuary for the kids: Since we were born in Hengchun Peninsula, we all really understand one issue; that is, the more southern it is, the larger the land and the more various the crops are, but the lesser the time for taking care of the children.  Hence, we must focus our resources on allocating a fixed site and hiring teachers for “Happy Learning,” so that children can come and learn regularly according to the scheduled time. However, what was not expected was: meticulous hard work and good intention did not necessarily guarantee a plain sailing and cause a sensational instant response.  In the early phase of promoting Happy Learning Project, it was kind of commonplace to encounter soft resistances or parents’ denouncing.  In the meantime, President Wang Min-shiun, “the most resilient volunteer” called by us, also personally rolled up the sleeves and joined us in the grassroot efforts.  “Even though there are only three or four students, they are students per se; any one of them enlightened counts.”  Both President Wang Min-shiun and I believed, “what must first be done is to do the basics well; just like consolidating the “footings,” with them comes the strong foundation; after all, education categorically belongs to such kind of project where it takes ten years to grow a tree and one hundred years to cultivate an extraordinary talent.  Based on such a belief, President Wang Ming-shiun initiated the project of “Happy Learning After-school Program,” centering on the core concept of “companionship,” not only providing assistance for academic studies, but also preparing dinners for kids, allowing them to have a safe and affectionate environment, and helping them to best use the time when parents are not around.  Despite repeatedly encountering the problems of the venue and the teaching faculty in the promotion process, fortunately, having been through multiple efforts, we could eventually get the project carried out by collaborating with "Bread of Life Christian Church, Spring of Life, Hengchun.”  The wish to guard the young generation of Hengchun: Actually, in such rural area as Hengchun, the operating cost of “Happy Learning After-school Program” is much higher than that of the urban area.  In terms of the transportation cost, teachers’ willingness cost and per capita cost, etc,, the locally required budget for Hengchun is almost twice that of the other areas!  To ensure that the “Happy Learning After-school Program” can perpetually operate, in the name of “Public Welfare Medal,” President Wang Ming-shiun appealed to a host of business owners to donate, and to devote themselves to public welfare, so as not only to sponsor the “Happy Learning After-school Program,” but also to collaborate with Heng Chun Christian Hospital, providing emergency aids and funeral costs that are not covered by the institutionalized medical system.  President Wang Ming-shiun straight-forwardly remarked: “The matter of money belongs to us.  The kids’ future and looking after the development of Hengchun are what matter most!”  Looking back, the reason why President Wang and I are continuously willing to contribute is because we want to do a little bit for the young generation.  Many people might ask, “to what extent do you both want to reach?”  President Wang Min-shiun replied, “don’t you see that there are still so many kids wandering around on the streets?  As long as I have such a religious wish, I will continue to work together with V.P. 明華園紮根臺灣,讓傳統戲曲從極限走向無限受訪者/陳勝福 明華園劇團總團長 台北市屏東縣同鄉會 第六任理事長 開拓歌仔戲新藍海明華園總團長陳勝福,是《國境之南‧永恆春日》作者王敏勳的同鄉及多年好友。在1990年代,明華園劇團曾面臨客源多角化轉型的挑戰,陳勝福深知僅僅依賴宮廟酬神邀請或三台時代單一檔的歌仔戲,並無法長久支撐劇團運營。因此,他每天緊盯報紙,深入了解社會動態,試圖找尋新的發展機會。陳勝福發現,很多建設公司為了要吸引人群賞屋,會舉辦載歌載舞的工地秀活動。於是他靈機一動,找上了建商毛遂自薦,順利獲得對方青睞。於是,陳勝福的第一場歌仔戲工地秀就這樣風光開演。如此意想天開的創舉,果然吸引滿滿人潮和話題,其他建設公司在看到成效後也紛紛跟進,光是在以文教區及中產階級為主要客群的地段,明華園就進行了十多場演出。這不僅打開了工地新市場,更讓陳勝福感到欣慰的是——這些演出,證明了歌仔戲綜藝秀並非走低俗路線,只要足夠用心、足夠精緻,就可以打動人心,達到宣傳與收益效果的雙贏,可說是賓主盡歡。 「明華園出來演戲,就像是代言人一般,大家相信我們的商譽,」陳勝福對自家劇團演出工地秀充滿信心,「明華園的品牌價值讓大家願意買單,這就是我們最大的優勢。」 明華園北京演出的成功之路 1990年,明華園第一次兩岸的官方交流,當時李登輝總統對這種交流並不熱衷。雖然海峽兩岸已經40年沒有交流,但明華園仍應亞洲藝術節之邀,踏上了這場北京之旅。 當時,大家對明華園是否能在北京成功演出很有疑慮。有人擔心明華園講台語,北京的觀眾聽不懂,但陳勝福告訴他們:「不需擔心語言問題,因為在國際演出中,語言不是最大的障礙。就像看美國電影時,我們有字幕一樣,所以語言的問題是可以克服的。」果然,明華園的演出突破了語言障礙,走入人心,獲得極高評價,開創了兩岸藝術交流的成功先例,也讓歌仔戲從地方傳統戲曲的極限,走向國際多元發展的無限可能。 傳統文化的紮根與傳承 和王敏勳同為恆春子弟的陳勝福總團長,未來也計畫要在故鄉大力推動歌仔戲文化,培養新生代的戲曲人才。除了紮根學校教育之外,明華園還可能會與政府一同成立專門的戲曲基地,作為學生學習和演出的場所,相信這將會成為地區文化的重要象徵,能夠促進地方經濟發展,創造更多就業機會,在傳承歌仔戲文化的同時,更能賦予傳統戲曲新創意。另外,有感於好友王敏勳投身公益,在恆春當地推動希望教育工程的用心,明華園劇團也將配合響應由吳念真導演所發起的「快樂學習」計畫,以多樣性、學習無負擔的多元方式,來挹注故鄉孩子的成長。可預期的是,這些未來規畫將會豐富恆春地區的文化生活,為學習提供更多選擇和成長空間,也讓歌仔戲的薪火在這片土地上乃至於全世界開枝散葉,大放異彩。  Taiwan-rooted, Ming Hua Yuan Transforms the Finite Taiwanese Opera into InfinityInterviewee: Cheng Shen-fu Chief Director of Ming Hua Yaun Taiwanese Opera Troupe The Sixth President of Pingtung County Association of Taipei City Explore the New Blue Ocean of the Taiwanese Opera:Cheng Shen-fu, the chief director of Ming Hua Yuan Taiwanese Opera Troupe, is a fellow townsman and a long-time friend of Wang Ming-shiun, the author of Southern Sovereignty: Spring Eternity.  In 1990s, Ming Hua Yuan faced the challenge of how to diversify the customer base.  Cheng Shen-fu was fully aware that solely relying on the invitation of local Taoist temples for gods-worshipping, or on the single time-slot broadcast on the previous monopolizing three TV channels, could not sustain the long-term operation of the troupe.  Therefore, he closely read newspaper daily, trying to fully understand the social dynamics and to search for new opportunities for the troupe’s development.  He found out that to attract crowds to visit the new buildings, many construction companies would hold entertainment shows at the construction sites.  An idea thus flashed into his mind: he proactively visited the construction companies to recommend his own troupe, and smoothly won the other party’s favor.  Thus, Cheng Sheng-fu gloriously presented the first Taiwanese opera show at the construction site.  Such a fanciful initiative, as expected, attracted huge crowd and hot publicity; other companies also started to follow suit after they had witnessed the positive result; simply in the areas where the customers were mainly based on the well-educated and the middle class, Min Hua Yuan had presented more than ten shows.  This not only opened up the new market of the construction sites, but also made Chen Shen-fu feel rewarded—these performances proved that Taiwanese opera variety show did not necessarily appeal to the vulgar taste; as long as it is performed professionally and perfectly, it can resonate in people’s hearts, so as to achieve the double wins of promotion and benefit; it could serve as a case of both the host and the guest feeling fully satisfied.“As Ming Hua Yuan is invited to perform, it is like serving as an endorser; people believe in our business reputation,” Chen Shen-fu had complete confidence in the performance of his own troupe at the construction sites.  “The brand value of Ming Hua Yuan makes everyone willing to pay the bill; this is our biggest advantage.” The Road to Success for Ming Hua Yuan’s Performance in Beijing:In 1990, facing the likelihood for Ming Hua Yuan to carry out the first official exchange between the two sides of the Taiwan Strait, at that time, the former President Lee Teng-hui was not enthusiastic about such exchanges.  Although there had been no exchanges between the two sides of the Taiwan Strait for forty years, Ming Hua Yuan still accepted the invitation of the Asian Arts Festival, embarking on the trip to Beijing.  At that time, people were concerned about whether Ming Hua Yuan could successfully perform in Beijing.  Some people worried that since Ming Hua Yuan used the Hokkien dialect, the audience in Beijing just could not follow; nevertheless Cheng Shen-fu told them: “Don’t worry about the language issue, since in the international performances, language is not the biggest obstacle.  Just like when watching the American movies, we have the subtitles; hence, it is possible to overcome the language barrier.”  As expected, Ming Hua Yuan’s performance broke through the language barrier, made the audience feel touched, and was highly recognized and praised; it not only set a successful precedent for the cross-strait artistic exchanges, but also allowed the Taiwanese opera to evolve from the limitation of being a traditional local opera toward the infinite possibilities of diverse and international development. The consolidation and the inheritance of the traditional culture:Wang Min-shiun and the troupe’s chief director Cheng Shen-fu are both Hengchun natives; the latter also plans to dedicatedly promote the culture of the Taiwanese opera in the future, aiming to cultivate the opera talents of the new generation.  Besides consolidating the job through the school education system, Ming Hua Yuan might also collaborate with the government to establish a specific opera base, providing students with a venue for training and performance.  Believably, it will turn to be an important symbol of the regional culture.  It can boost the local economy and create more job opportunities as well; simultaneously, in the passing-on process, the traditional Taiwanese opera can be endowed with new creativity.  On the other hand, due to being empathetically inspired by his buddy Wang Min-shiun, who devotes himself to the public welfare and to carrying out the local hope project for education in Hengchun area, Ming Hua Yuan will also collaboratively join the Happy Learning Project initiated by director Wu Nien-jen, adopting diverse and burden-free approaches while trying to help enable the development of the hometown kids.  Predictably, all these future plans will enrich the cultural life of Hengchun, offering people with more options and more space for personal development;
